Please read these terms carefully before using Wheelovit!
General Terms of Service
1.1 Agreement to Terms
By accessing and using Wheelovit! ("Platform"), operated by TechPulse Asia Business Solutions, you agree to be bound by these Terms and Conditions. This agreement governs the rental of vehicles between car owners ("Owners") and renters ("Renters") facilitated through our platform. If you do not agree to these terms, you must not use the Platform.
1.2 Platform Role
Wheelovit! acts as an intermediary platform connecting car owners with renters. We are not a party to the rental agreement between owners and renters. We facilitate the booking process, verify users, and provide dispute resolution support, but the rental transaction is between the owner and renter.
1.3 User Accounts
- You must provide accurate, complete, and current information during registration.
- You are responsible for maintaining the security of your account credentials.
- You must not share your account with others or create multiple accounts.
- You must notify us immediately of any unauthorized use of your account.
- Wheelovit! reserves the right to suspend or terminate accounts that violate these terms.
1.4 Platform Fees
- Service Fee: A 15% platform service fee is applied to all bookings, calculated on the base rental price set by the owner.
- Insurance Fee: A 5% insurance coverage fee is added to provide basic protection during the rental period.
- All fees are transparently displayed before booking confirmation.
- Owners receive the base rental price; platform and insurance fees are charged to the renter.
1.5 Modifications
Wheelovit! reserves the right to modify these terms at any time. Users will be notified via email of significant changes. Continued use after modifications constitutes acceptance of updated terms.
Renter Policy
2.1 Eligibility Requirements
- Age: Must be at least 21 years old at the time of rental.
- License: Must hold a valid Philippine driver's license (or international equivalent) for a minimum of 2 years.
- Verification: Must complete platform verification with all required documents before booking.
2.2 Required Documents
- Government-issued ID — Philippine national ID, passport, or UMID (clear, unaltered photo)
- Valid Driver's License — Front and back, showing at least 2 years validity
- Birth Certificate — PSA-authenticated, for age verification
- Profile Photo — Clear, recent photo for identification
- Valid Email & Phone — For booking notifications and contact
2.3 Renter Responsibilities
- Drive the vehicle responsibly and in compliance with all Philippine traffic laws and regulations.
- Only the verified renter may drive the vehicle — no unauthorized drivers allowed.
- Perform a thorough pre-rental inspection with the owner and document the vehicle's condition (photos/video recommended).
- Return the vehicle at the agreed time, location, and condition.
- Return fuel at the same level as received (or as agreed with the owner).
- Report any accidents, mechanical issues, or damage immediately to both the owner and Wheelovit!.
- Keep the vehicle clean and free from excessive dirt, food waste, or odors.
- Comply with any additional rules set by the car owner in their listing.
2.4 Late Returns
- Grace Period: 1 hour after the agreed return time (no additional charge).
- 1-4 hours late: 50% of the daily rate will be charged.
- 4+ hours late: Full additional day rate applies.
- 24+ hours late without contact: May be reported to authorities and account will be permanently suspended.
2.5 Financial Responsibility
- Renters are responsible for all traffic violations, fines, and toll fees incurred during the rental period.
- Renters are liable for damage to the vehicle beyond normal wear and tear.
- Damage caused by prohibited activities (see Section 6) is not covered by insurance and is the full responsibility of the renter.
- Towing charges for breakdowns caused by renter negligence are the renter's responsibility.
Car Owner Policy
3.1 Listing Requirements
- Ownership: You must be the legal registered owner of the vehicle, or hold a notarized authorization from the registered owner.
- Registration: Vehicle must have a current, valid LTO registration (OR/CR) — not expired.
- Insurance: Vehicle must have active comprehensive insurance coverage.
- Condition: Vehicle must be in safe, roadworthy condition with no critical mechanical issues.
- Photos: At least 3 clear, accurate photos of the vehicle (exterior and interior) must be provided.
- Accuracy: All listing information (year, model, features, condition) must be truthful and accurate.
3.2 Vehicle Safety Standards
Before listing, owners must ensure their vehicle meets these minimum standards:
- All tires in good condition with adequate tread depth
- All lights (headlights, brake lights, turn signals) working properly
- Brakes in safe working condition
- Windshield wipers functional
- Horn working
- Seatbelts present and functional for all passenger positions
- No check engine or warning lights active on the dashboard
- Spare tire, jack, and early warning device present
- Fire extinguisher (as required by LTO regulations)
3.3 Owner Responsibilities
- Maintain the vehicle in the condition described in the listing at all times.
- Respond to booking requests within 24 hours.
- Ensure the vehicle is clean, fueled to the agreed level, and ready at the scheduled pickup time.
- Conduct a pre-rental inspection with the renter and document the vehicle's condition.
- Provide all necessary vehicle documents (OR/CR copy) during the rental period.
- Be available for contact during the rental period for emergencies.
- Not cancel confirmed bookings without valid reason (repeated cancellations may result in account penalties).
3.4 Owner Pricing & Earnings
- Owners set their own daily rental price.
- Owners receive the full base rental price for completed bookings.
- Platform service fees and insurance fees are charged separately to the renter and are not deducted from the owner's earnings.
- Pricing must be reasonable and consistent — extreme price changes between bookings may be flagged.
3.5 Owner Rules & Terms
- Owners may set their own additional rental rules (e.g., no smoking, no pets, mileage limits).
- Owner rules must be clearly stated in the listing and must not violate Philippine law.
- Owner rules must not discriminate based on race, religion, gender, nationality, or disability.
- Renters must accept owner rules before a booking is confirmed.
Cancellation & Refund Policy
4.1 Renter Cancellations

4.2 Owner Cancellations
- Owners who cancel confirmed bookings must provide a valid reason.
- The renter will receive a 100% full refund for any owner-initiated cancellation.
- First cancellation: Warning issued.
- Second cancellation within 30 days: Listing temporarily suspended for 7 days.
- Third cancellation within 60 days: Account review and potential permanent suspension.
4.3 Early Return
If a renter returns the vehicle earlier than the booked end date, no partial refund will be issued for unused days unless the early return is due to a vehicle defect or safety issue confirmed by Wheelovit!.
4.4 Force Majeure
In cases of natural disasters, government-mandated lockdowns, severe weather events, or other circumstances beyond either party's control, Wheelovit! will facilitate a full refund or rebooking at no additional cost.
Insurance & Liability
5.1 Platform Insurance Coverage
Every booking includes basic insurance coverage funded by the 5% insurance fee. This covers:
- Third-party liability: Bodily injury or property damage to third parties during the rental period.
- Collision damage: Partial coverage for damage to the rented vehicle during normal, lawful use.
- Theft protection: Coverage in case the vehicle is stolen during the rental period (subject to police report filing).
5.2 Coverage Exclusions
Insurance does NOT cover:
- Damage caused by driving under the influence of alcohol or drugs
- Damage from racing, reckless driving, or off-road use
- Interior damage (stains, burns, tears, excessive odor)
- Personal belongings lost or damaged inside the vehicle
- Damage caused by unauthorized drivers
- Pre-existing damage not documented before the rental
- Tire damage, rim damage, or underbody damage from negligent driving
- Any damage occurring during prohibited activities (Section 6)
5.3 Accident Procedures
- Step 1: Ensure the safety of all persons involved.
- Step 2: Contact emergency services if anyone is injured (dial 911).
- Step 3: Document the scene with photos and collect information from other parties involved.
- Step 4: File a police report at the nearest station.
- Step 5: Notify the car owner immediately.
- Step 6: Contact Wheelovit! at [email protected] within 4 hours of the incident.
- Step 7: Do not admit fault or make agreements with other parties without consulting Wheelovit! first.
5.4 Damage Assessment
After the rental, if damage is discovered, the following process applies:
- The owner must report damage within 24 hours of vehicle return with photographic evidence.
- Wheelovit! will review pre-rental and post-rental documentation.
- An independent assessment may be arranged if the parties cannot agree on the damage extent.
- The renter is liable for repair costs minus any applicable insurance coverage.
Prohibited Activities
6.1 Vehicle Use Restrictions
The following activities are strictly prohibited and will result in immediate account suspension and full financial liability:
- Illegal activities: Using the vehicle for any criminal activity, smuggling, or transport of illegal substances.
- DUI/DWI: Operating the vehicle under the influence of alcohol, drugs, or any intoxicating substance.
- Racing: Drag racing, rallying, speed contests, or any competitive/stunt driving.
- Unauthorized drivers: Allowing anyone other than the verified renter to operate the vehicle.
- Subletting: Re-renting or subletting the vehicle to a third party.
- Off-road use: Driving on unpaved roads, beaches, or terrain not designed for the vehicle type (unless the vehicle is listed as off-road capable).
- Smoking: Smoking or vaping inside the vehicle (unless specifically permitted by the owner).
- Overloading: Exceeding the vehicle's passenger or cargo capacity.
- Towing: Using the vehicle to tow another vehicle or trailer without owner permission.
- Geographic violations: Taking the vehicle outside the Philippines or outside agreed geographic boundaries without written permission.
- Tampering: Modifying, altering, or removing any vehicle component (including GPS trackers if installed).
- Hazardous materials: Transporting flammable, explosive, corrosive, or hazardous materials.
6.2 Platform Use Restrictions
- Creating fake accounts or providing false identity documents.
- Listing vehicles you do not own or have authorization to rent.
- Attempting to circumvent platform fees by arranging off-platform transactions.
- Harassment, threats, or abusive behavior toward other users or staff.
- Manipulating reviews or ratings.
- Attempting to exploit system vulnerabilities or access unauthorized data.
6.3 Consequences of Violations
- First offense (minor): Written warning and temporary feature restrictions.
- Second offense or serious violation: Account suspension (7-30 days).
- Critical violations (illegal activity, fraud, safety threats): Immediate permanent ban and referral to authorities.
- Violators remain financially liable for all damages and may face legal action.
Dispute Resolution
7.1 Resolution Process
- Step 1 — Direct Communication: Parties are encouraged to resolve disputes directly through the platform's messaging system.
- Step 2 — Platform Mediation: If direct resolution fails, either party may request Wheelovit! mediation by emailing [email protected] with booking details and evidence.
- Step 3 — Formal Review: Wheelovit! will review all evidence (pre/post-rental photos, booking records, communications) and issue a decision within 7 business days.
- Step 4 — Legal Recourse: If the platform decision is unsatisfactory, parties may pursue legal remedies in accordance with Philippine law.
7.2 Evidence Requirements
To support a dispute claim, both parties should maintain:
- Pre-rental and post-rental photos/videos of the vehicle
- Screenshots of relevant communications
- Police reports (for accidents or theft)
- Receipts for fuel, tolls, or repairs
- Medical reports (if applicable)
7.3 Governing Law
These Terms and Conditions are governed by and construed in accordance with the laws of the Republic of the Philippines. Any disputes shall be subject to the jurisdiction of the Philippine courts.
